Bihar Legislative Assembly Elections 2020

 ■  The Election Commission of India announced the schedule for General Election to the Legislative Assembly of Bihar 2020 on September 25, 2020.

• The Assembly Elections in Bihar was conducted in three phases: Phase-1 (71 Assembly Constituencies (ACs)); Phase-2 (94 ACs); Phase-3 (78 ACs).


• Total 243 Assembly constituencies of which 203 General constituencies, 38 SC constituencies and 2 ST constituencies.


• Sh. H.R. Srinivasa is the Chief Electoral Officer (CEO) of Bihar and senior IAS officer Dr Deepak Prasad was appointed as the State Election Commissioner (SEO) of Bihar.

 

• Polling took place at 1,06,515 polling booths which is an increase of about 63% compared to the number of booths in 2015.


• Due to COVID-19, the Election Commission had decided that the number of voters should not be more than 1000 at a polling booth.


2,974 booths were managed by women employees and there were 1,003 model polling stations.


• The number of registered voters were 73.8 million and 42.1 million cast their ballot. 


• More than 2.3 lakh migrant workers, who returned to the state, were included in the voter's list.


• The Voters Turnout Ratio (VTR) was 57.05%. In the first phase VTR was 55.68%, in the second phase it was 55.7% while in the third phase it was 59.9%.


• The percentage of voter turnout in Bihar Legislative Assembly Election 2015  was 56.7% and in  Lok Sabha 2019 election was 57.33%.


• In Bihar Legislative Assembly Elections 2020, the percentage of female voters turnout was 59.69% while for male was 54.68%. There was a significant gap of  5% but it was slightly lower compared to 2015 (7%). The turnout among women in 2015 was 60.48% which was the highest in Bihar going as far back as 1962.

• The turnout of women voters was higher than men in 166 of a total of 243 constituencies.


• The Baisi constituency in Purnia district recorded the highest percentage point difference of 21.75 between voting by men(54.63%) and women(76.38%).


• The lowest difference between men (65.72%) and women (65.96%) voting was at Chakai constituency in Jamui district.


• Sumit Kumar Singh was the only one independent candidate from the entire state who has won election from Chakai constituency. He defeated RJD's Savitri Devi by only 581 votes.


7,06,252 voters opted for None of the Above (NOTA) option. The overall NOTA vote share in the 2020 Bihar Assembly elections decreased to 1.68% compared to 2.46% in 2015 when it was first used in Bihar.

• The highest vote share for NOTA was recorded in Bhorey constituency 4.38%.


• The NOTA polled more votes than the margin of victory in 30 of the 243 constituencies.


52,000 senior citizens over the age of 80 and persons with disabilities had opted to vote from home using postal ballots.

•The BJP-led National Democratic Alliance( NDA)  won the majority seats, securing 125 votes while the Mahagatbandhan (MGB) led by RJD's Tejashwi Yadav managed to get 110 and others got 8 seats.

•  The NDA and the MGB ended up with identical vote share of 37.2%.

• Rashtriya Janta Dal (RJD) became the largest party by winning 75 seats with the highest vote share of 23.1%.

Bharatiya Janata Party (BJP) became the second-largest party by winning 74 seats.

• BJP won most of the seats in the Tirhut, Saran and Northern Mithalanchal, the Janata Dal (United) concentrated its wins in the Koshi, Ang Pradesh and Southern Mithalanchal regions.

• The Mahagatbandhan sweeps almost cleanly the three southern regions of Bhojpur, Central Bihar and Magadh. The last cluster lies in the East, in Seemanchal, where AIMIM won five seats around Kishanganj.

• The least margin of victory in Bihar assembly elections 2020 was seen in Hilsa assembly seat in Nalanda district which was of just 12 votes.

• The highest victory margin was seen in Balrampur assembly seat in Katihar district.



■ 17th Bihar Legislative Assembly 


• The inaugural session of 17th Bihar Assembly commenced on 23rd November 2020 with members being administered the oath of office by Protem Speaker  Jitan Ram Manjhi.

• Nitish Kumar was sworn in as the Chief Minister of Bihar for the seventh time in two decades. 

• Tejashwi Prasad Yadav became the Leader of the Opposition in Bihar Vidhan Sabha.

• For the first time in Bihar, two Deputy CM's Tarkishore Prasad and Renu Devi were sworn in for the post. 

Vijay Kumar Sinha has been elected the Speaker of the 17th Bihar Legislative Assembly. He defeated Mahagathbandhan-backed RJD MLA from Siwan  Awadh Bihari Chaudhury.



• Later, Nitish Kumar snap the alliance with BJP and claimed to form a new government with the support of the opposition Grand Alliance (Mahagathbandhan).  On 10 August 2022, he took oath as the Bihar Chief Minister for the eighth time and Tejashwi Yadav administered the oath of office as Deputy Chief Minister.
