The HCES is generally done at quinquennial intervals and data was coducted by National Sample Survey Office (NSSO).The latest data of Large Sample Survey on Household Consumer Expenditure has been collected by NSSO in its 68th round conducted in 2011-12. Although NSSO conducted large size HCES in 2017-18, yet, in view of the data quality issues, the government decided not to release it. NITI Aayog doesn't do any survey. Instead, it depends on survey data provided by NSSO and also various reports/ analysis of other think tanks, educational institutions etc. Hence answer A is correct.
