■ CM Nitish Kumar announced one-third reservation for girl students in Engineering & Medical colleges of the state.

•By this, Bihar will become the first state in the country to provide 33.3% quota to girls in the technical colleges.

•Moreover, girl students will be motivated to pursue higher and Technical Education in Bihar.

•Earlier in 2006, Bihar Government reserved 50% seats for girls in primary schools and 35% in secondary schools at the panchayat levels.


 

■ Bihar has emerged first among 11 top performing states in One Nation One Ration Card (ONORC) transaction. Total 116 lakh transactions took place since Jan 2021.

■ Bihar Government has prepared rules for listing web media and implement the process of advertisement on them. The State Cabinet has approved the Bihar Web Media Rules 2021.

• It states that only websites that have been in existence for at least two years will be listed.


 

■ Bihar with a score of 52, was at the bottom of the SDG India Index released by the NITI Aayog. Compared to the previous year this has slightly improved.

• Based on the Goal score, Bihar was ranked in the Performer category.

Clean Water and Sanitation with a score of 91, contributed more to Bihar’s score. This comes under SDG 6.

• Under the SDG 13, Climate Action, Bihar performed worst with a score of a mere 16.

• Bihar has the highest Headcount ratio of poverty at 52.5%.

• The prevalence of stunting is the highest in Bihar at 42%.

■ According to the State of India’s Environment Report 2021, Bihar lags in 7 SDGs.

•India's rank has slipped by two places from last year to 117 on the 17 Sustainable Development Goals (SDGs) adopted as a part of 2030 agenda by 193 United Nations member states in 2015.


 

■ According to the All Indian Survey of Higher Education (AISHE) report 2019-20, released by the Ministry of Education, the Gross Enrolment Ratio (GER) in Higher Education (18-23 years) in Bihar was lowest among the States at 14.5%. This is much lower than the All India average of 27.1%. GER was highest in Sikkim at 75.8%.

• The Gender Parity Index (GPI) in Higher Education has slightly improved in Bihar and was recorded at 0.83. But this was still the third lowest compared to all States/UTs. The All India GPI stood at 1.01, i.e. female participation in higher education for all groups was 101 per 100 male.

• In Bihar the Pupil Teacher Ratio in Higher Education in 2019-20 was 59.

•In Bihar there are a total of 35 universities. These include 4 Central Universities, 17 State Public Universities, 5 Institute of National Importance, 6 State Private University and 1 each- Government Deemed University, State Open University, and Institute under State Legislature Act.

•The college density was lowest in Bihar at mere 7 in per lakh eligible population. The All India number of colleges per lakh population was 30 and Karnataka recorded the highest at 59.

■ The Bihar Rajya Pul Nirman Nigam Limited (BRPNNL) has decided to reduce the width of the proposed overbridge for a certain distance to ensure that the Lord Curzon reading hall of the Khuda Baksh Oriental Library is not demolished.

The proposed 2.1 km double-decker flyover will link Kargil Chowk to the National Institute of Engineering chowk and to Ganga Path, another mega project.

Khuda Baksh Oriental Library was opened for public in October, 1891 by Khan Bahadur Maulvi Khuda Bakhsh, a Siwan landlord, with over 4,000 manuscripts. It’s an autonomous organization under Ministry of Culture, Govt. of India (GoI), and is governed by a Board with the Governor of Bihar as its ex officio Chairman. GoI declared the Library an Institution of National Importance by an act of Parliament in 1969.

In 1905, then viceroy of India Lord Curzon was so impressed by the library’s rich collection that he constructed the reading room.

At present, the library has over 21,000 manuscripts, mostly in Arabic and Persian, as well as important writings in Sanskrit, along with over 2.5 lakh books.  It also hosts paintings made during the Rajput and Mughal eras of India.

One of its manuscripts is inscribed on the UNESCO Memory of the World Register, and three more identified as Vigyan Nidhi, by the (Union) Ministry of Culture.


 

■ According to the revised death toll, Bihar has so far reported 9,429 COVID deaths, including about 1,500 in the first wave.

The maximum number of deaths were reported from Patna, which alone accounted for 2303 COVID deaths. Sheohar district reported a minimum of 35 COVID deaths.

The health department also announced that families of those who died with their RTPCR and Rapid Antigen Test negative but were diagnosed of COVID through HrCT reports would be eligible for ₹ 4 lakh government compensation.


 

■ The south-west monsoon entered Bihar a day before its scheduled onset on 12th June.

• According to the India Meteorological Department (IMD), Bihar received 128% excess rainfall in June.


 

■ On 18th June 2021 CM Nitish Kumar launched two new schemes, viz. Mukhyamantri Yuva Udyami Yojana (MYUY) and Mukhyamantri Mahila Udyami Yojna (MMUY), with an aim to provide more employment opportunities to youths and young women in the state.

Under the MYUY, an unemployed youth would be provided a sum of ₹10 lakh to start a new enterprise or industry. Of the total ₹10 lakh, ₹5 lakh would be the subsidy amount which the youth need not to return, the rest ₹5 lakh would be a loan on simple interest of 1%, to be returned in instalments.

Under the MMUY, an unemployed woman would be provided a sum of  ₹10 lakh to start a new business or small industry. Of ₹10 lakh, ₹5 lakh would be a subsidy amount which the woman doesn't need to return, while the rest ₹ 5 lakh would be an interest-free loan, to be returned in instalments in the next seven years from the start of the new enterprise.

Both the new schemes, meant for the unemployed youths and women hailing from the upper castes and backward castes category, would be implemented on almost similar pattern of the existing Mukhyamantri SC/ST/EBC Udyami Yojana.

Floating solar power plant is being built over the ponds in Darbhanga and Supaul under the Jal-Jeevan-Hariyali Abhiyan of Bihar.

The capacity of the Darbhanga solar power plant would be of 1.6 MW while of Supaul is 0.525 MW.

This for the first time, a floating solar power plant of more than 1 MW is being built in Bihar.


 

■ An Memorandum of Understanding (MoU) was signed between NHPC and Bihar State Hydel Power Corporation (BSHPC) to establish the Dagmara multipurpose hydel power plant across river Kosi in Supaul district with an investment of ₹2,500 crores.

The Dagmara plant will be the state’s biggest hydel power plant with a power generation capacity of 130.1 MW. The barrage length of the plant will be 753 metres and will have 36 gates. The plant will be located 31km along the downstream of the river.


 

■ CM Nitish Kumar inaugurated the new Bihar Sadan in Dwarka, New Delhi.

This is the third State Guest House in Delhi after Bihar Bhawan and Bihar Niwas.

■ CM Nitish Kumar in the 76th meeting of the State Level Bankers’ Committee (SLBC) asked the bankers to take desired steps with regard to increasing the loaning activities, so that the state’s existing Credit-Deposit (CD) ratio at 46.40% is brought on par with the national average of 76.6%.

• For the FY 2021-22, CM urged the bankers to fulfil the target of ₹ 1,61,500 crore fixed for loaning activities under the Annual Credit Plan (ACP) and also asked them to meet the target of ₹ 51,500 crore for the agriculture sector, and another ₹ 15,000 crore for the agriculture allied activities like fishery, dairy, poultry, etc. Similarly, the target for the MSME sector pertaining to 2021-22 was ₹ 35,000 crore.

 

 

■ In a meeting with Union minister of Road Transport and Highways Nitin Gadkari and state road construction minister Nitin Nabin following decisions were taken:

• Centre gave approval for the construction of six-lane bridge parallel to the JP Setu over the Ganga river. One side of this bridge will connect to AIIMS-Digha elevated corridor while the other side will connect to Pahleja Ghat (Hajipur-Chhapra NH) of Sonpur. The new bridge will be built at a cost of about ₹ 2000 crore.

• Approval was also given for construction of a 4-km-long six-lane road between Koilwar and Bihta. It will help in decongesting the vehicular movement and frequent snarls on this stretch. It will also provide smooth vehicular access to the upcoming international airport at Bihta.

• The centre has also given the status of National Highway to Patna-Areraj road.

This 125 km long highway coming under the Buddha circuit will be completed within three years and about ₹5300 crores will be spent on its construction.


• A decision was also taken to initiate the bidding process for construction of Amas (Aurangabad)-Darbhanga Expressway to connect north and south Bihar.

This is the first expressway in Bihar and would be named as NH 119 D. This Greenfield project will be constructed under the Bharatmala Paryojana and is expected to be completed by 2024.


 

■ The Ministry of Home Affairs has declared six out of 16 Naxal-affected districts in Bihar as Naxal-free, thus reducing the activities of the outlawed CPI (Maoist) in the state to only 10 districts.

According to this new classification, Muzaffarpur, Vaishali, Jehanabad, Nalanda, Arwal and East Champaran have been cleared from the list of Naxal-affected districts.

While, Rohtas, Kaimur, Gaya, Nawada, Jamui, Lakhisarai, Aurangabad, Banka, Munger and West Champaran are currently in the category of Naxal-affected districts of the country.

Aurangabad district has been flagged as a district of concern.

■ To encourage indigenous & specialised products, Ministry of Food Processing Industries (MoFPI) in partnership with Govt of Bihar, has launched the One District One Product (ODOP) programme which aims to create product-specific industrial hubs across 38 districts of Bihar.

■ Scientist at Bihar Agricultural University, Sabour, Bhagalpur develops black guava.

The exclusive variety of black guava with red pulp inside is rich in antioxidants, minerals, and vitamins.


 

■ The Bhagalpur Smart City Limited (BSCL) will soon establish 25 smart e-toilets in different municipal wards of Bhagalpur Municipal Corporation (BMC) under the Smart City Mission (SCM) project.

• About ₹ 2.6 crore will be spent on this 25 e-toilets, for which financial bid is being finalized.

• Bhagalpur, Patna, Muzaffarpur and Biharsharif were elected under the Smart Cities Mission.

• As per the current ranking of smart cities in India, Patna stood at 61st, Biharsharif at 70, Bhagalpur at 91 and Muzaffarpur at 99.
