On 12 July 2022 PM Narendra Modi unveiled the Centenary Memorial Pillar (Shatabdi Smriti Stambh) in front of the Bihar legislative Assembly, to commemorate 100 years of Bihar Vidhan Sabha. He also laid the foundation stone of the Vidhan Sabha Museum.

Bihar Centenary Memorial Pillar/ Shatabdi Smriti Stambh

The Centenary Memorial Pillar is a 40-foot high, including 25 feet of civil structure clad with Jaisalmer stone and topped with a 15-foot bronze sculpture. The bronze sculpture symbolically depicts the emblem of Bihar and consists of a Bodhi tree with prayer beads dangling from its side branches, flanked by four 'Swastikas'.

The pillar with an octagonal cross-section has five tiers below the sculptural tree which had been lent a green hue, and sits on a wide platform with three approaching steps from all sides. Panels have been added on the faces of the base of the pillar, depicting several illustrations as shown in different parts of the Constitution of India.

The number of leaves in the tree symbolically represents the combined strength of the members of both the Legislative Assembly (243 bigger leaves) and the Legislative Council (75 smaller leaves). It has nine branches depicting the nine administrative divisions of Bihar, and 38 smaller branches which signifies the districts.

The foundation stone of the centenary pillar was laid by President Ram Nath Kovind on 21 October 2021. Built at a cost of about ₹3 Crore, the design of this pillar has been prepared by Amrit Prakash and the shape has been given by Arun pandit and stone artisans of Rajasthan.

Bihar Start-Up Policy and Portal were launched on 29 July 2022, in a bid to boost entrepreneurship in the state.

Bihar Start-up Policy 2022:

  • It provides young entrepreneurs with a start-up fund of ₹10 lakh that is interest-free for 10 years.
  • For women entrepreneurs, the incentives are 5% enhanced. This means they will get ₹10.5 lakh instead of ₹10 lakh.
  • For SC/ST and differently-abled start-up founders, the incentive will be 15% i.e., they will receive ₹11.50 lakh.
  • Besides, there is a ₹3 lakh grant for ventures involved in ‘rigorous training for product enhancement and funding'.
  • There is a provision of up to ₹2 lakh for hand-holding and nurturing a start-up.
  • If a start-up company is successful in getting investment from angel investors, 2% of the total investment received by the government will be given as a success fee.
  • Also, if a start-up company is successful in raising funds from an angel investor and still needs additional funds, there is provision of a matching loan from the Start-up Fund Trust of the industries department.

 

Prime Minister Narendra Modi conferred the second prize in National MSME Awards 2022 to Bihar in the category of states/UTs for outstanding contributions to the promotion and development of the Micro, Small and Medium Enterprises (MSME) sector.

The first and third prizes have been achieved by Odisha and Haryana respectively.

On 18th June 2021 CM Nitish Kumar launched two new schemes, viz. Mukhyamantri Yuva Udyami Yojana (MYUY) and Mukhyamantri Mahila Udyami Yojna (MMUY), with an aim to provide more employment opportunities to youths and young women in the state.

Under the MYUY, an unemployed youth would be provided a sum of ₹10 lakh to start a new enterprise or industry. Of the total ₹10 lakh, ₹5 lakh would be the subsidy amount which the youth need not to return, the rest ₹5 lakh would be a loan on simple interest of 1%, to be returned in instalments.

Under the MMUY, an unemployed woman would be provided a sum of  ₹10 lakh to start a new business or small industry. Of ₹10 lakh, ₹5 lakh would be a subsidy amount which the woman doesn't need to return, while the rest ₹ 5 lakh would be an interest-free loan, to be returned in instalments in the next seven years from the start of the new enterprise.

Both the new schemes, meant for the unemployed youths and women hailing from the upper castes and backward castes category, would be implemented on almost similar pattern of the existing Mukhyamantri SC/ST/EBC Udyami Yojana.

At present only 54 sectors will be available for the loan under Mukhyamantri Udyami Yojana.


 

Country’s first One Health Lab was inaugurated at Shri Krishna Medical College (SKMCH) Muzaffarpur with the help of Bhabha Cancer Hospital & Research Centre.


 

On 6 July 2022 CM Nitish Kumar launched Emergency Response Support System (ERSS), 'Dial 112', a toll-free number for all emergency services.

The centralised command and control centre has been set up at Bihar Police Radio Headquarters in Patel Nagar in Patna.

CM also flagged off around 400 emergency response vehicles equipped with mobile data terminals for all 38 districts in the state.

The ERSS (Emergency Response Support System) is a central project. The Centre also provides funds to the states for its implementation.

IIT Patna (IIT-P) is the only institute from Bihar which has figured among top 100 higher education institutes ranked by the National Institute of Ranking and Framework (NIRF)-2022.

As per the NIRF, the IIT-P slid down eight notches in the ‘overall’ category and secured 59th rank in the country. IIT Madras tops the list in overall category.

In the ‘engineering’ category IIT-P secured the 33rd rank while NIT- P secured the 63rd rank.

IIM-Bodh Gaya from the state has secured the 73rd rank in the management category.


 

• Bihar's first oxygen park will be built at Thawe in the Gopalganj district.

Special varieties of bamboo (Bhima Bamboo) will be planted on the lines of Salem in Tamil Nadu. Bhima Bamboo is a superior clone, selected from Bambusa balcooa, a higher Biomass yielding Bamboo species. It’s considered to be one of the fastest-growing plants and grows one-and-a-half feet per day under tropical conditions. It’s said to be the best ‘carbon sink’ to mitigate carbon dioxide emissions. A fully-grown bamboo tree may generate over 300 kilograms of oxygen annually and it may be sufficient for one person for one year.


 

Bihar emerged second after losing with Dadra and Nagar Haveli in the Hero Junior (U-17) Women's National Football Championship 2022-23, held at Indira Gandhi Athletic Stadium (Guwahati).

 

 

Bihar with 11.58 points ranked 15th among 17 major states in the India Innovation Index-2021, released by NITI Aayog on 21 July 2022.

Karnataka (in major states), Manipur (in N.E. and hilly states) and Chandigarh (in UT and City states) have topped in their respective categories in the third edition of NITI Aayog’s India Innovation Index.

 

 

Banks in Bihar have achieved 99.59% of their Annual Credit Plan (ACP) for last fiscal 2021-22 and scored a marked improvement in the Credit Deposit (CD) ratio (the amount of money disbursed by banks as loans against deposits) that rose to 52.96%, according to data shared at the 81st State Level Bankers’ Committee (SLBC) meeting held in Patna. Bankers are instructed to take the CD ratio to 75%, which is the national average.

The ACP for the last fiscal (2021-22) was ₹1,61,500 crore, against which the credit disbursement was ₹1,60,837 crore, i.e., 99.59% of the target.


 

In the Presidential election 2022, from Bihar, a total of 40 Lok Sabha members, 16 Rajya Sabha members and 242 members of Bihar Legislative Assembly (243-1 after the termination of membership of RJD MLA Anant Singh following his conviction and sentence in an Arms Act case) were eligible to cast their votes.

There were 241 votes casted and 2 were declared invalid. Presidential candidate Draupadi Murmur secured 133 votes from Bihar Assembly while Yashwant Sinha got 106 votes.

The vote value of one MP was 700 while the vote value of an MLA in Bihar was 173. Thus, the total vote value of Bihar was 700*56 (MPs) + 173*242 (MLAs) = 81,066.


 

Murli Manohar Srivastava has been awarded the India Book of Records-2022 for writing a detailed account of the famous shehnai player Bharat Ratan Ustad Bismillah Khan in Hindi.


 

Marathi film 'Sumi" won the Best Children's Film award in the 68th National Film Awards announced by Information and Broadcasting Ministry. Sanjeev Kumar Jha who hails from Bihar is the writer of this film.


 

In the name of PM Narendra Modi and CM Nitish Kumar, Modi Nagar and Nitish Nagar will be built on government land for homeless and poor people in all 38 districts of Bihar.

If only one colony will be formed in any block or district, then it will be named after both i.e., Modi-Nitish Nagar. The first Modi-Nitish Nagar will be set up in the Muzaffarpur district.

For this, funds will be given under the Pradhan Mantri Awas Yojana and after the allotment of land to them, a house will be built.


 

First Climate Change Learning Lab (CCLL) was inaugurated at the Sanjay Gandhi Biological Park (Patna).

The CCLL has been set up by the state Environment, Forest and Climate Change department in collaboration with the Strategic Partnership for the Implementation of the Paris Agreement (SPIPA) project.

The lab is funded by the European Union and co-founded by the German Federal Ministry and implemented by GIZ to provide all the climate change-related information to the relevant stakeholders.


 

Seema Kumari who hails from Jamui (Bihar), of the Indo-Tibetan Border Police (ITBP) has won two medals at the World Police and Fire Games being held at Rotterdam in the Netherlands. The medals include a silver (individual) and a bronze (team) in the 50-metre Rifle Prone event.


 

Bihar Tourism Department has launched Kanwar Yatra App 2022 for the convenience of Kanwariyas on the occasion of Shravani Mela.


 

Bihar cabinet approved ₹469.73 crores for the Centre-sponsored PM Formalisation of Micro Food Processing Enterprises (PMFME) scheme, for the FY 2022-23 to 2024-2025. The expenditure under the scheme is shared in 60:40 ratio between Central and State Governments.

In view of monsoon, drought, and short rainfall in the state, Bihar cabinet has approved the government’s proposal to release ₹2,995 lakh from the Bihar State Contingency Fund to the agriculture department for the payment of diesel subsidies to farmers for irrigation of crops with diesel pumps during the Kharif cropping season.


 

Union food processing minister Pashupati Kumar Paras has proposed to set up a food processing institute viz., National Institute of Food Technology Entrepreneurship and Management (NIFTEM) in Bihar.

It will be the second unit of NIFTEM in the state after the first one at Sonipat in Haryana.

Also in this regard, a Food Processing Conclave was organised in Patna.


 

In the recently released Ranking of States’ Exercise 2021 on support to Start-up Ecosystems, brought out by the Commerce Ministry's DPIIT, Bihar and Andhra Pradesh from States category and Mizoram and Ladakh from the UTs/NE States were clubbed under the Emerging Start-up Ecosystems.
