■ Bihar’s Mithila Makhana gets a Geographical Indication (GI) tag.
Mithila Makhana, simply known as 'Makhan' with its botanical name ‘Euryale Ferox Salisb’ is a variety of aquatic fox nut, famously consumed during Kojagara Puja by Maithil Brahmins. It’s cultivated in the Mithila region of Bihar and in some parts of Nepal.
It's a unique aquatic cash
fruit crop in the state mainly grown in agro-climatic Zone-I and Zone-II of Bihar.
The geographical area of production of “Mithila Makhana” takes place in 21 out of 38 districts, mainly situated in the North of the Bihar state.
• The plant does best in
locations with hot, dry summers and cold winters.
• It is plant of tropical and subtropical climate.
• The optimum temperature range
for its growth and development, the conducive range of air temperature is 20-35°C, relative humidity 65-90% and annual
rainfall 100-250 cm.
• To date, 15 Products from Bihar have got GI registered, these are as follows:

■ Bihar Cabinet cleared the
water resources department’s demand for ₹ 68.64
crore to meet the expenditure on the
flood management activity on Bihul river near Lakshmipur village under Laukahi block of Madhubani district.
■ Bihar Cabinet approved the
extension of Jal-Jeevan-Hariyali Mission for the next three years and also gave nod for allocation of ₹12,568 crore to be
spent till the FY 2022-23 to 2024-25.
The scheme will be implemented
by 15 different departments.
In 2019-20, the government
spent a sum of ₹7,376 crore till 2021-22 for rejuvenating waterbodies, planting
saplings, and other various schemes to fight climate change. There has been no change in the mode
implementation of Jal-Jivan-Hariyali scheme. A sum of ₹5,222 crore would
be spent in the current fiscal, while ₹3,668 crore and ₹3,677 crore have been
earmarked in the subsequent years, adding that ₹37.38 crore has been allocated
for administrative expenses.
■ Bihar becomes the first state to complete installation of 1 million smart prepaid electric meters. The State govt has envisaged a plan to
install a smart pre-paid electric meter in all households in the state by March 2025.

■ In Bihar, only 8 out
of 36 universities and 161 of the total 940 colleges have got the National Assessment and Accreditation Council (NAAC)
accreditation.
About NAAC:
Est. 1994 → autonomous institution of UGC; → HQ. Bengaluru.
Mandate → make quality
assurance an integral part of the functioning of Higher Education Institutions
(HEIs).
NAAC accreditation is
mandatory for any higher education institution to get development grants under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).
About RUSA:
Launched in 2013 → Centrally sponsored programme that
seeks to provide strategic funding to eligible state higher educational
institutions to develop them into centre of excellence.
The second and third prizes
went to Bihar Fire Service, and Bihar Education Project Council, respectively.
• 7 police personnel from Bihar, including two IPS officers, have been selected for the Union Home Minister’s Medal 2022 for excellence in investigation.
Union Home Minister's Medal
for Excellence in Investigation was constituted in 2018 with
the objective to promote high professional standards of investigation of crime
and to recognise such excellence in probe. It is announced on August 12 every
year.

Bihar police personnel have been selected for police medals on the eve of
Independence Day in recognition of their gallantry, distinguished and
meritorious services.
As per the Ministry of Home
Affairs list, seven police personnel from the state will receive the Police
Medal for Gallantry (PMG), two to get President's Police Medal
(PPM) for Distinguished Service and 17 have been selected for the Police
Medal (PM) for Meritorious Service.
■ 75
meter long and 6-meter-wide Indian National Flag was hoisted
by 2500+ peoples and 75 Students wearing traditional Freedom Fighter’s Dress
and set a new World Record (World Records India) on 14 August 2022 at Bhagalpur.
The tricolor march was taken
out by Mission Vande Mataram Foundation and Shri Ram Karambhumi Nyas, from
Sandis Compound to Lajpat Park.
■ A human chain shaped like India’s map with 75 metres in length was formed in Buxar district by hundreds of students, which earned them a place in record books issued by World Records India.
■ CM Nitish Kumar unveiled the
book “सोने का हाथ” by renowned eye
doctor Dr. Rajvardhan Azad.
■ The Sahitya
Akademi announced the names of Bal Sahitya Puraskar
2022, that would be given to writers of 22 languages.
This includes two litterateurs from Bihar, Zafar Kamali (Siwan) in Urdu for 'Hauslon Ki
Udaan', a collection of children's poetry published in 2020 and Dr. Virendra Jha
(Madhubani) for his Maithili Balkatha collection 'Udan-Chhu'.
■ Bihar State Tourism
Development Corporation (BSTDC) has decided to resume operations of MV Ganga Vihar (river cruise ship with a 100-person capacity), by October 2022.
■ Flight Operations between Bangkok-
Gaya resumed after two years, as a Thai Smile
Airways flight, carrying 165 passengers on board, landed at the Gaya
airport.
■ Recently, Bihar Shilp Mela was organised in Bhopal (Madhya Pradesh).
■ Chandan
Kumar Singh from Munger (Bihar) won
the silver medal in Commonwealth Games
2022 (Birmingham), in the men’s team event
of Lawn Bowls.
■ The Election Commission (EC) has
granted recognition to Janta Dal (United)
as State Party in
Manipur.
In a letter sent to JD(U) the
EC said, on the basis of review of poll performance of Janata Dal (United) at
the general election to the Legislative Assembly of Manipur-2022, it is
observed that the Janata Dal (United), presently a Registered Recognized Party
in the state of Bihar (2005) and Arunachal Pradesh (2019) with 'Arrow' as its
reserved symbol, has fulfilled the conditions laid down in Para 6A of
the Election Symbols (Reservation & Allotment)
Order, 1968, for recognition as a State Party in the state of
Manipur.
The other political parties
recognised as the State Party in three states are Delhi’s CM Arvind
Kejriwal-led Aam Aadmi Party (AAP) and
former PM H D Deve Gowda-led Janta Dal (Secular).
AAP is recognised as the State Party in Delhi,
Punjab and Goa and the JD(S) in Karnataka, Kerala and Arunachal Pradesh.
A party is recognised as State Political Party if it
fulfils any of the following
conditions:
(L.S= Lok Sabha; L.A= Legislative Assembly)
(i) 6% votes polled + seats (1 L.S / 2 L.A); or
(ii) 8% votes polled; or
(iii) 3% of total number of seats in L.A/ 3 seats in L.A, whichever is higher; or
(iv) At least 1 seat in L.S for every 25 seats or any fraction thereof allotted to the state at a general election to the Lok Sabha from the State concerned.
■ Nitish
Kumar snaps the alliance with BJP and
claimed to form a new government with the support of the opposition Grand
Alliance (Mahagathbandhan). On 10 August 2022, he took oath as the Bihar Chief Minister for
the eighth time and Tejashwi Yadav administered
the oath of office as Deputy Chief Minister.
• BJP leader Vijay Kumar Sinha, was appointed as Leader of Opposition in Bihar Legislative Assembly.

• Rashtriya Janata Dal (RJD) leader Awadh Bihari Chaudhary was elected as the Speaker of the Bihar Legislative Assembly.

• In an international forum, Geographical Indications are covered as a component of Intellectual Property Rights (IPRs) under the Paris Convention for the Protection of Industrial Property. GI is also governed by the World Trade Organisation’s (WTO’s) Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS).
• In India, Geographical Indications registration is administered by the Geographical Indications of Goods (Registration and Protection) Act, 1999 w.e.f September 2003.
• The act is administered by the Controller General of Patents, Designs and Trade Marks (CGPDTM) under the Department for Promotion of Industry and Internal Trade (DPIIT) (Ministry of Commerce and Industry).
• The Geographical Indications Registry is in Chennai. It is a statutory organization set up at Chennai for administration of the GI Act.
• GI tags are not only limited to agricultural products, foods, wine and spirit drinks but also extend to handicrafts, specific manufacturing skills and traditions.
• GI tag is valid for a period of 10 years following which it can be renewed.
•Unlike other IPRs, GIs are publicly owned by the legal organizations created by the producers of the concerned product.
• Any association of persons, producers, organisation or authority established by or under the law can be a registered proprietor.
• Once the GI protection is granted, no other producer can misuse the name to market similar products.
• GI tag conveys an assurance of quality and distinctiveness, which is essentially attributable to the place of its origin.
• It gives protection to the producer of those genuine products, which commands premium pricing in the markets both domestic and international.
•It also provides comfort to customers about the authenticity of that product.
A member holding office as Speaker or Deputy Speaker of an Assembly —
(a) shall vacate his office if he ceases to be a member of the Assembly;
(b) may at any time by writing under his hand addressed, if such member is the Speaker, to the Deputy Speaker, and if such member is the Deputy Speaker, to the Speaker, resign his office; and
(c) may be removed from his office by a resolution of the Assembly passed by a majority of all the then members of the Assembly:
Provided that no resolution for the purpose of clause (c) shall be moved unless at least fourteen days' notice has been given of the intention to move the resolution:
Provided further that, whenever the Assembly is dissolved, the Speaker shall not vacate his office until immediately before the first meeting of the Assembly after the dissolution.
